European customs clearance documents

Updated 2026-10-23 · Qingdao Hing Shipping

For a standard ocean freight shipment from China to the EU the core paperwork is: commercial invoice, packing list, bill of lading, your EORI number, and the customs declaration (SAD). Add a certificate of origin, CE Declaration of Conformity, REACH or MSDS sheets, and health certificates depending on what's in the container. One missing CE declaration or a packing list that doesn't match the invoice will park your 40HQ at Hamburg at roughly EUR 85-140 per day in storage while your broker chases the supplier.

I've watched this happen on a few thousand containers into Rotterdam, Hamburg, Antwerp and Gdańsk. The delay is almost never the carrier. It's a document that was fine in the supplier's email and wrong on the customs entry — usually a consignee name that doesn't match the EORI holder, or an HS code that says "plastic parts" when the goods are clearly e-bike controllers. Here's what 中国到欧洲海运清关需要哪些文件 actually means in 2026, priced and timed as I'd explain it on the phone.

The document set for 中国到欧洲海运清关需要哪些文件

Five documents do most of the work. Get these right and clearance at Hamburg or Rotterdam usually runs 1-3 working days after vessel arrival.

Commercial invoice. Full seller and buyer addresses, Incoterm (FOB Shanghai, CIF Rotterdam, DAP Berlin), HS code to at least 8 digits, unit price, quantity, total value, currency, country of origin. EU customs rejects "sample" or "gift" invoices on commercial cargo without blinking. Undervaluing is the single fastest way to trigger a post-clearance audit — Dutch and German authorities have been running these hard since 2024 and they go back three years.

Packing list. Piece count, package type, net and gross weight per carton, dimensions in cm, total CBM. The weights must line up with the VGM declared for the container. A 5% discrepancy is usually fine; 15% gets you a query and a re-weigh.

Bill of lading. Original, telex release or sea waybill. FCL shipments carry a master B/L from the carrier plus a house B/L from the forwarder; LCL clears against the house B/L. The consignee name must match the EORI holder exactly. "ABC Trading GmbH" and "ABC Trading GmbH & Co. KG" are different legal entities and the entry will stall.

EORI number. Free from your national customs authority. Dutch Douane issues in 1-2 working days, German Zoll can take up to 5. No EORI, no clearance.

Customs declaration. Filed electronically by a licensed broker or by you directly. Since ICS2 Release 2 for maritime went live in 2024, the carrier files an entry summary declaration 24 hours before loading at the Chinese port. Bad ENS data holds the container before it even sails.

Document Issued by Typical cost Notes
Commercial invoice Exporter — 8-digit HS code, Incoterm, origin
Packing list Exporter — must match VGM weight
Bill of lading Carrier / forwarder included in freight consignee = EORI holder
EORI number National customs free 1-5 working days
Customs declaration (SAD) Licensed broker EUR 45-75 per entry electronic filing
Certificate of origin CCPIT USD 30-60 only for specific goods
CE Declaration of Conformity Manufacturer / notified body EUR 0-2,500 product-dependent
MSDS / UN38.3 Manufacturer / lab USD 150-400 batteries, chemicals
ISPM 15 stamp Pallet supplier negligible all solid wood packaging

Product categories that add extra paperwork

A t-shirt needs three documents. A box of lithium-powered garden tools needs eight. Where the list grows:

Electronics and toys. CE marking plus a Declaration of Conformity. Low-risk items are self-declared; higher-risk categories need a notified body and EUR 800-2,500. Toys also need EN 71 test reports, and Germany's Stiftung EAR WEEE registration runs roughly EUR 100-300 plus per-brand fees.

Batteries. UN38.3 test report, MSDS, and for lithium above the Wh thresholds a class 9 dangerous goods declaration with DG packing. Air freight for these has gotten stricter again this year — Lufthansa Cargo and several Asian carriers tightened acceptance on standalone lithium cells in Q1 2026.

Chemicals. REACH registration or SVHC declaration. If any substance sits above 0.1% w/w in an article, you must file in ECHA's SCIP database before the goods clear.

Food contact materials. Declaration of compliance under EU 1935/2004. Kitchenware, packaging, coffee cups.

Wood packaging. Every solid wood pallet and crate needs the IPPC heat-treatment stamp. Chinese pallets without it get refused or fumigated at EUR 150-400 per container. This one bites people constantly because it's invisible until the container is open.

EUDR goods. From 30 December 2025 for large operators, wood, rubber, coffee, cocoa, soya, palm oil and cattle products require a due-diligence statement. Wooden furniture importers now sit inside this.

CBAM goods. From 1 January 2026, steel, aluminium, cement, fertilisers, electricity and hydrogen require authorised CBAM declarant status and certificate purchases. If your HS code starts with 72 or 73, check this before you book.

DDP versus DAP: who actually files the declaration

This decides which documents land on your desk.

Under DAP you are the importer of record. You need the EORI, you appoint the broker, you receive the SAD, and you pay duty and import VAT directly — which means a German VAT-registered company can reclaim the 19% import VAT. That last point matters more than the convenience of DDP if you're moving EUR 200,000+ a year into the EU.

Under DDP the forwarder or its EU partner clears the goods, often under their own EORI or a fiscal representative's. You still have to supply accurate HS codes, product specs, and the CE files — the forwarder isn't going to classify your goods for you. What you lose is the VAT trail: you don't get a SAD in your name, so you can't reclaim import VAT.

Amazon FBA sellers get this wrong regularly. DDP door-to-door at 38-45 days looks clean on paper, and for sub-EUR 150 B2C consignments IOSS handles the VAT anyway. For B2B replenishment into a German FBA warehouse, DAP plus your own EORI usually nets out cheaper once the VAT reclaim clears.

Also worth knowing: sea plus truck for the FBA first leg runs roughly 25-38 days depending on whether your seller ships from Yantian or Shanghai and whether your FBA warehouse is in Poland or Spain.

Shipment type Route Transit time All-in cost, 2026
FCL 40HQ Shanghai → Hamburg 32-38 days port to port USD 2,800-3,500
FCL 40HQ Ningbo → Rotterdam 33-40 days USD 2,900-3,600
LCL Shenzhen → Hamburg 35-42 days USD 150-250 per CBM
DDP door-to-door China → EU address 38-45 days quoted per CBM/kg
Sea + truck, FBA first leg Yantian → Amazon DE/FR/PL 25-38 days inside the DDP rate
Air freight PVG → FRA 5-8 days USD 4.5-6.8 per kg

What missing documents cost you in storage and demurrage

Hamburg gives 3-7 free days on FCL storage depending on terminal, then roughly EUR 80-130 per 40HQ per day. Carrier demurrage kicks in after about 7 free days at EUR 110-160 per day. Rotterdam is similar, sometimes a touch cheaper on storage and more expensive on demurrage.

A broker amendment on a filed entry runs EUR 30-60. A post-clearance duty reassessment in Germany starts around EUR 200 and climbs fast if the pattern looks systematic. Non-compliant pallets cost EUR 150-400 to fumigate or re-pallet. Rejected dangerous goods can mean return freight at full rate both ways, which for a 40HQ is the entire budget of the shipment gone.

Two weeks of avoidable storage on a single 40HQ at Hamburg is around EUR 1,600. That's the real price of a missing DoC.

FAQ

Can I clear EU customs with only my Chinese supplier's documents?
No. Supplier documents support the entry but don't replace it. You need an EORI number and either a licensed broker or direct filing access. Under DDP the forwarder handles this, but the accuracy of HS codes and product data is still your responsibility.

Is a certificate of origin required for China-EU shipments?
There's no free trade agreement between China and the EU, so a CO won't reduce your duty. It is requested for specific goods — anti-dumping cases like ceramic tiles, solar glass and certain steel products, plus tariff-quota items and some member-state statistical requirements. Budget USD 30-60 from CCPIT if your broker asks for one.

How long does clearance take with complete documents?
1-3 working days at Hamburg or Rotterdam for sea freight, often same-day at Antwerp or Gdańsk. An inspection adds 3-7 days plus storage. The single biggest variable is whether your CE files and HS codes survive the first review — everything else is queue time.
